Biography

Itay Epshtain is a Senior Humanitarian Law and Policy Consultant, serving as a Special Advisor on International Law and Humanitarian Principles to the Norwegian Refugee Council (NRC) and Legal Advisor at the Center for Operational Analysis and Research (COAR). Formerly, the Policy and Protection Advisor of the NRC Palestine Office, West Bank Protection Consortium Chief of Party, International Humanitarian Law Advisor with Diakonia IHL Resource Centre, and Director of Amnesty International Israel Section.

Mr. Epshtain is a graduate of Harvard University Kennedy School of Government and Université Catholique de Louvain with an Advanced Master's in International Law and is currently a PhD candidate. Mr. Epshtain holds post-graduate diplomas in Public International Law and International Humanitarian Law from the Hague Academy of International Law, the T.M.C. Asser Institute, and the International Institute of Humanitarian Law where he qualifed as Director and Instructor of Training Programs in IHL. Mr. Epshtain holds a teaching position with the University of Milan (Università degli Studi di Milano Statale) Faculty of Political, Economic, and Social Sciences. Epshtain is a member of the International Bar Association (IBA) War Crimes Committee.
